possible, even more ) Virtual Works Centre in any moderate town of India.  The situation for the setting up of such a Centre as I see in India is fast coming and becoming favorable.  I am however at present making an urgent study of all the related issues and an in depth study of associated problems and strategies. For the reasons of STRATEGY alone, I cannot however reveal all the related aspects at present. The following are some of the Properties of this Centre.

 

 

 

1.      It can in short be called SMILE’s Technologies and Engineering Sciences   VIRTUAL RESEARCH and DEVELOPMENT CENTRE;

 

2.      The Centre will be working at the frontiers of Subject Domains and Activities;

 

3.      Initially, the Centre will concentrate on “RESEARCH - REVIEW”, “RESEARCH – DEVELOPMENT”,“DESIGN – DEVELOPMENT”, ”PROJECTS FORMULATION FOR INDUSTRIAL AND TECHNOLOGY INVOLVED BUSINESS VENTURES” and “RELATED FIELD EXTENTION ACTIVITY WHERE EVER POSSIBLE”;

 

4.      The subject Domains covered initially will be :

 

·        Chemical Engineering Sciences,

·        Mechanical Engineering Sciences,

·        Rural and Agro – Industry and Agro – Business Technologies,

·        Bio-Technology and Bio-Engineering and

·        Food Processing with

·        Computer Science and Information Technology dealt with, to the extent  Competency is required in International Projects and Works that SMILE Services can handle,

SMILE Services seeks for your active cooperation and support for this venture. As mentioned above, the work done at SMILE Services will be available for Consultancy and Advice. I therefore request you to consider delegating to SMILE Services any work on Subject Topics in the Domains mentioned above, strategic to your own Organization but could not be carried out within your setup for a variety of reasons. Why do we want and need yet another Establishment ? Why not some simple arrangement in an already

existing private or public Company or Research Center , a University or a Government handled office or even

 in any one of the hundreds of Voluntary Organizations spread throughout the COUNTRY ?

 

---:: THE CHIEF EXECUTIVE’S REPORT ::---

 

To answer these and many other related questions and doubts, we have to go back to the period before 1984 in India ’s very recent past. The specialty of 1984 in India’s past is that, it was the year when large scale liberalization in foreign trade was initiated for the first time under the leadership of late Shri Rajiv Gandhi. Before 1984, the “Motto” in the Country was to excel in Research, Development and Innovation is generally expected to lead to better Products and life. This was all under the main theme of “INDEGENOUS EFFORTS”.

After 1984, the motto changed to : “better trade”, mainly Competitive exports from the Country.

For some of us, in the Scientific, Engineering and Managerial lines of our daily activity, before 1984, all it meant was to do excellent work, be competitive even with the foreign workers living and working in much more sophisticated and cosmopolitan towns and cities abroad and finally to be a lot in consideration to the Country; it’s needs and Development. That was the theme and atmosphere in the Country way back in the 1970s also, when we, some of us, started our professional and job careers. That was the theme that lead us to some good work progress in our jobs, that which facilitated us learning a lot about the complexities associated with our professions and finding respective solutions to problems at the same time contributing our might to the Country.

As said earlier, after 1984, the scene in the Country changed; changed to one where one need not any longer be an expert in the subjects or even in his job, but it is sufficient if he/she is expected to have skills to sell whatever he/she has, preferably export or contribute towards export. This situation prevailed until to the end of 1991, a period of seven long years.

From 1991 to 2004, the theme of LIBERALIZATION, GLOBALIZATION and GLOBAL INTEGRATION of ECONOMY ADVANCED IN LEAPS AND BOUNDS IN THE COUNTRY UNDER DIFFERENT REGIMES OF GOVERNMENTS AT THE CENTRE AND ALSO STATES THOUGH ONLY WITH VERSIONAL CHANGES AND SLIGHT MODIFICATIONS. TODAY, WE HEAR ABOUT A NEED FOR “SECOND PHASE” OF REFORMS BY CERTAIN SUPPORTERS OF THIS MOVEMENT.

At the time of writing this report for the aspiring business, professional and intellectual people who might want to know what SMILE Services is about, there is yet another big change taking place in the Country. This is, on the technological Front, though, for STRATEGIC REASONS, we cannot elaborate on it. WE will see it’s effect broadly in the type of activities being pursued by SMILE Services, which exercise is an on-going one at SMILE Services, thus catering to the dynamic needs of the time.

Before 1984, we used to be discussing about why the Government cannot sanction a few crores more for our research type activities, why it cannot have a more liberal outlook on us than enforcing stringent conditions on our work ( even when we were doing the excellent that was possible ) and why it cannot provide us with a few more homes for stay in a lace like Bombay. That used to be our discussion in our friendly circles.

A lot of UNCERTAINTY exists in the SPECULATION of PROFITABLE IMPORT – EXPORT TRADE REGIMES OF DIFFERENT GOVERNMENTS; even more compared to Research based Development and/or new ways of thinking and action. Thus, in 2004, once again the ways of approaching business and life in general by Engineers, Scientists and Engineering Managers have become as much and even more COMPETITIVE in many instances and even more challenging and worthy in some specific cases than approaching problems from purely Commercial view or even some thing like just setting up of Industries. This is where, the establishment of SMILE Services becomes important and relevant.

Further elaborating this idea, whatever happened in the National Affairs, some of us persisted with our own traditional work and where ever possible continued to do our part of excellence such that after all not every thing is made more complicated where it does not deserve to be. We are, at this stage going into more realistic and action programs than mere speculations or talk of excellence ( where it doe not really exist ).

At SMILE Services, we are convinced, we can work on a few varieties like Import Substitution, Import – Export, further Development Work in selected Technology areas and Marketing results, all under the same roof such that we have a very effective and powerful group suited to the complexities of the present day world. All this, we are convinced is possible without the undue hindrances of and problems associated with the earlier mentioned categories of work-places like existing Companies, Universities etc…. WE have an insight into the typical type of problems faced by these Companies and Offices and the drawbacks that cannot be eliminated in their existing administrations because of the inherent nature of such setups. At SMILE Services, we promise with some good confidence in our own abilities that we will consider all these issues and that we are determine to eliminate many of the hitherto known pitfalls and retrogressive methods.

We will approach one and all to support us as a disciplined group involved in high priority and dedicated tasks for the rejuvenation of India coupled with International Cooperation.

To make matters sound simple to understand, we, some of us, who have been with the tradition in India right from the beginning and we, who have been for excellence all these years, propose that we require an Organization now, such as SMILE Services, to bring back some at least of the smiles that were once part and parcel of CULTURE IN THIS LAND; smiles that were there even in those difficult days of distant hence miss - informed rule.
